2 cups granulated sugar
2 large eggs, room temperature
1 teaspoon pure vanilla extract
1 cup milk (suggest using 2% or whole)
3/4 cup unsweetened cocoa powder

Frosting:
1 cup unsalted butter
1/4 cup milk
3 cups granulated sugar
1/2 teaspoon salt
1 cup milk chocolate chips
Instructions
Preheat oven: Preheat oven to 350 degrees. Prepare a 9×13 baking pan with non-stick spray or parchment paper.
Cream butter and sugar: In a mixer, cream together butter and sugar until fluffy. Add eggs and vanilla, mix well.
